MFES & Whole Home Electric Partner. Energy Upgrades Built for the Buildings Your Tenants Call Home.

Multifamily properties carry energy costs across every unit, not just one. The Multifamily Energy Savings program (MFES) and Whole Home Electric – Multifamily (WHE-MF) — ComEd/Nicor efficiency programs — were built to bring no-cost weatherization and electrification incentives to qualifying buildings. Greenlink is one of only a handful of vetted contractors selected to perform this work, handling your assessment, your weatherization, and your paperwork from start to finish.

If your buildings house the people who depend on you, this page is for you.

MFES and Whole Home Electric were built around a specific category of property: multifamily buildings with three or more units, often serving residents on tight budgets. These programs recognize that property owners don’t always have the capital for a full electrification retrofit, and that tenants shouldn’t have to carry rising utility costs alone. Eligibility is built around income-eligible communities and the properties that house them — not around commercial economics.

MFES & Whole Home Electric Were Built for Properties Like:

  • Apartment communities (3+ units)
  • Affordable and income-restricted housing
  • Senior and assisted-living multifamily properties
  • Mixed-income residential portfolios
  • Property management companies overseeing multiple sites

Every dollar not spent on a utility bill is a dollar back in your NOI.

For a property owner, energy savings don’t just lower a bill — they widen a margin. Lower utility costs across every unit in a building add up fast, and they show up where it counts: fewer deferred-maintenance trade-offs, stronger tenant retention, and a more defensible NOI at refinance or sale. That’s the case for weatherization and electrification in this category, and it’s a straightforward one — not an environmental talking point, an operating-budget decision.

What Lower Utility Costs Can Mean for Your Property:

  • Lower vacancy from more comfortable units
  • Fewer emergency HVAC and insulation repairs
  • Stronger NOI and property valuation

Here’s exactly how MFES and Whole Home Electric work:

MFES: No-Cost Weatherization — In the Program’s Own Terms

Under the MFES program, qualifying multifamily properties receive attic air sealing and insulation at no cost — fully covered, not discounted. That’s a program guarantee from ComEd and Nicor’s energy efficiency program, not a marketing promise from Greenlink. Greenlink Community Solutions is one of only a handful of contractors vetted to perform this work directly.

We won’t tell you every measure on your property is free — MFES covers weatherization at no cost, and a separate program (Whole Home Electric) carries a fixed incentive plus an estimated customer copay for larger equipment upgrades. What we will do is walk your building, confirm what applies, and give you real numbers before anything is scheduled.

  • MFES weatherization is genuinely no-cost when your property qualifies
  • Whole Home Electric has a fixed incentive plus an estimated copay — never marketed as free
  • A real eligibility read before any work is scheduled

How to Know If Your Property Qualifies.

You may be eligible if your property has three or more units, sits within an income-eligible census tract or offers rent affordable at 80% or below the area median income, and has existing insulation below R19. We’ll confirm the details during a no-cost visual assessment.

The eligibility read is quick, and there’s no cost or obligation to find out. Send us your property address, and we’ll come back within five business days with an eligibility read and next steps.

Eligibility Checklist:

  • 3 or more units in the building
  • Property sits in an income-eligible census tract, or rent is affordable at 80% or below area median income
  • Existing insulation below R19 — confirmed during a no-cost visual assessment
  • Owner or property manager able to coordinate site access for assessment and installation

Meeting these criteria doesn’t guarantee approval — final qualification is confirmed during the no-cost assessment — but eligible properties are typically approved.

MFES and Whole Home Electric – Multifamily are ComEd and Nicor energy efficiency programs. Greenlink Community Solutions is a registered participating contractor for both programs. Greenlink is not the program administrator and does not set program eligibility rules or incentive amounts.

How It Works

Three simple steps from assessment to a building that runs more efficiently.

Discover

We start with a conversation about your property, your units, and your energy costs — and confirm eligibility together. Address, unit count, and income-eligibility documentation. Takes about a week.

Assess

A no-cost visual assessment of attic insulation, air sealing needs, and whether Whole Home Electric measures make sense for your units. No oversizing, no upselling — just what your building actually needs.

Install

Our in-house crews handle MFES weatherization directly. For Whole Home Electric measures, the program team coordinates specialized contractors — either way, we stay your point of contact from first call to final walkthrough.
